Plant with cone-shaped clusters/clumps of ? at top

What is this plant?  It's about 12 inches tall, with cone-shaped clusters of ?? at the top.  Also, some of the clusters have fuzzy stuff on them.

Reminds me of some kind of Dock (Rumex)...try Bitter/Broad-leaved, Curled or Golden.

It does look a little similar to some types of dock....maybe yellow dock....but I don't think it's a match....here is a good picture of yellow dock:

But, I just don't think that's it....

Are there any other plants that resemble dock?

Are we comparing at the plants in the same stages of growth?  My Rumex looks like yours in bloom, and then like the other when they go to seed.

Do the leaves match at all?

Now these pics are definitely yellow dock (it's a different, but similar looking,  plant in my yard).  So, either the first pics are of a plant that's in a different stage, or that first plant is not dock/rumex at all.
